Edwin Payne, who died at his home in Rushville in the spring of 1907, was for many years recognized as one of the foremost figures in commercial circles in this part of Indiana. Entering upon his career as a banker in 1870, Mr. Payne became identified with the banking business of the county just as the period which began to mark the general commercial expansion of the state and so continued for many years an influential factor in that development. As the founder of the Peoples National Bank of Rushville he left an enduring memorial in the community in which he had resided since the days of his young manhood and his will long be a continuing influence in the commercial life of the city in which he elected to make his home. Born on November 1, 1840, in New Trenton, Franklin County, Indiana, the son of William J. and Louisa (Sloan) Payne, Edwin Payne located at Rushville when he was twenty-six years of age, and immediately began to make his presence felt in his new home. He was appointed a deputy under E.H.M. Berry, county treasurer, not long after taking up his residence in Rushville and later served in the same capacity under Benjamin F. Johnson, county auditor. He then for a short time was connected with A.G. Mauzy department store, and in 1870 entered upon the banking career in which he eventually attained such prominence. In that year 1870) Mr. Payne was elected cashier of the Rushville National Bank. For twenty-seven years thereafter he fulfilled his duties with that institution with accuracy and ability. In 1897 he retired, but a life of inactivity was not to his liking, and on October 10,1900, he opened the doors of the Peoples Bank, which he founded as a private bank. Almost from the first day his bank prospered under his watchful eye,operating under its original charter until September 1, 1904, when it was nationalized under the name of the Peoples National Bank. However, long years of unremitting application to the arduous duties entailed in his chosen field of endeavor caused Mr Payne’s health to fail, and he presently retired from active participation in the affairs of the institution, leaving his two sons to control the destiny of the bank. On March 29, 1907, he bowed his head to the inevitable and died mourned by all who knew him. On May 12, 1870, Edwin Payne was united in marriage to Mary Frances Mauzy, daughter of Abram G. and Emily(Jameson) Mauzy, and to that union were born two sons, Earl H. and Ralph, the former of whom is president of the Peoples National Bank and the latter, president of the Peoples Loan and Trust Company. These two institutions have enlarged the scope of their activities by the efforts of the sons of the founder, and in memory of their father they have erected a modern and well-arranged building on the northwest corner of Main and Second streets at Rushville. Ralph Payne was married on June 13, 1898 to Jennie Wallace, and they have four children: William Wallace, Lawrence Wesley, Frances Evelyn and Virginia. Fraternally, he is a member of all Masonic bodies save the Thirty-third degree, and in politics holds to the principles of the Republican party.

Edwin Payne by Mary
Edwin Payne was the son of William J and Lavinna Sloan Payne. However their marriage certificate has her name as Lavina Stone. He was born in Indiana on 1 November 1840 ( or Sept 1840) in New Trenton of Franklin County.
His folks came to Rushville twp, Rush County by 1850. Edwin's father was born in Virginia and his mother in Pennsylvania. Edwin located in Rushville at age 26. He started work as a deputy treasurer in Rush Co, and later as deputy auditor. For a short time he worked at the A. G. Mauzy department store. In 1870 he was elected cashier of the Rushville National Bank where he worked for 27 years, retiring in 1897.

Edwin registered for the Civil War draft from Rushville in June of 1863. He was listed as 22 years old as of 1 July 1863; A single farmer born in Indiana. I have not found a record that he served in the military during the Civil War.

Edwin married Mary Frances (Frannie) Mauzy on 12 May 1870 in Rushville when Edwin was 29 and Frances was 21. She was the daughter of Abram and Emily Jameson Mauzy of Rushville. They had 2 sons: Earl H and Ralph.
After retirement Edwin opened a private bank on 10 Oct 1900. This bank was named the Peoples Bank. The bank operated as a private bank until 1 Sept 1904 when it was nationalized as the Peoples National Bank.

Edwin died on March 29, 1907.
Earl continued as the president of the Peoples National Bank and Ralph was president of the Peoples Loan and Trust Company.

A bank building was erected at NW corner of Main and Second streets at Rushville.
Ralph Payne married on 13 June 1898, Jennie Wallace and they had 4 children. Ralph was a Republican.
He is buried at East Hill Cemetery in Rushville, in the family mausoleum.

The Peoples National Bank
The above banks provided sufficient for the banking needs of Rushville for many years or until 1900 when the late Edwin Payne, who in 1897 had retired from the Rushville National Bank, founded the Peoples Bank as a private institution, the same being opened for business on October 17, 1900. Mr Payne had associated with hi, in his enterprise his sons, Earl H Payne, who acted as cashier of the bank, and Ralph Payne, assistant, and this arrangement continued until Aug 26, 1904, when the bank was nationalized under the name of the Peoples National Bank, Edwin Payne, president; Charles A. Mauzy, vice-president; Earl H Payne, cashier; Ralph Payne, assistant cashier. Edwin Payne remained president of the bank until his retirement some little time before his death in 1907 and was succeeded by his elder son, Earl H. Payne, present president of the bank. The other officiers and members of the staff of the Peoples National Bank are as follows: Vice-president, Charles A. Mauzy; cashier, Ralph Payne; assistant cashier, Glen E. Foster; teller, Lloyd T. Nelson and bookkeepers, Guy E. Mubbarger, Elmer Darnell and Zora Carney; directors, Robert A. Innis, Ralph Payne, Charles A. MAuzy, Glen E. Foster and Earl H. Payne. The bank was capitalized at $50,000, paid in, and surplus and undivided profits of $91,546.40. It occupies jointly with the Peoples Loan and Trust Company the building at the northest corner of Main and Second streets, erected by the Payne Realty Company in 1914. The report of the condition of the Peoples National Bank as of Feb 21, 1921, follows: Resources - Loans and discounts, $672,689.38; United States, county and city bonds, $57,363; United States bonds to secure circulation, $12,500; United States bonds to secure posted savings, $2,000; Stock Federal Reserve bank, $3,750; War Savings certificates and stamps, $1,402.69; redemption fund United States treasury, $625; overdrafts, $1,061.74; interest - approximate - not collected, $6,166.50; furniture and fixtures $4,074.

The Peoples Loan and Trust Company
This fiduciary institution was organized at Rushville on June 18, 1909, as an essential subsidiary of the Peoples National Bank, the continuing demands being made upon the bank for services which only could be rendered by a trust company making the step necessary and the two concerms have since been going along side by side, each occupying the same building, as noted above, the bank business being conducted on one side of the room and the trust company's affairs being looked after on the other side, a most canvenient arrangement. When organized the Peoples Loan and Trust Company was officered as follows: Earl H. Payne, President, Charles A. Mauzy, vice-president; Ralph Payne, treasurer, and Ernest B. Thomas, Assistant secretary. The present trust company officers are Earl H. Payne, chairman of the board; Ralph Payne, president; Charles A. Mauzy, vice-president; Ernest B. Thomas, secretary, and Miles S. Cox, treasurer; trust company directors, Robert A. Innis, Ralph Payne, Ernest B. Thomas, Thomas H, Parry, Charles A. Mauzy, Miles S, Cox and Earl H. Payne. The trust company has a capital stock, paid in of $50,000; surplus and undivided profits of $19,405.40 and deposits as of Feb 21, 1921, of $710,127.66. As of the same date it showed resources as follows: Loans and discounts, $224,522.16; bonds and securities $490,468.41; furniture and fixtures, $4,000; other assets - $259.73. real estate, $17,687.57; cash and due from other banks, $42,595.19 a total of $779,533.06.
