Frank Wishard was a troubled man. In the Franklin Evening Star, there are a multitude of articles dating from 1914 up until a year before he died, 1946. These are just a few articles, all from the Franklin Evening Star:
MAR 13, 1914 – The case of State Vs. Frank Wishard was settled without trial by defendant pleading guilty to assault and battery. The charge of intoxication was dismissed.

WISHARD IS GIVEN SUSPENDED SENTENCE
Mayor Gives Severe Lecture and Learns Source of Supply
Frank Wishard, who has been in the county jail for the past week, charged with assault and battery upon his wife and father and drunkenness, was taken before Mayor Hougham this morning and plead guilty to the charges. He had engaged no attorney to assist him and threw himself upon the mercy of the court.
Upon recommendation of Prosecutor Wright that he be given a suspended sentence upon his promises of good behavior the Mayor made a bargain with him to do this provided he would tell where he secured the liquor that caused him to raise such a disturbance in his home on last Friday evening. Wishard agreed to these terms and left the room for a conference with Sheriff Perry and Mr. Wright. When they returned they stated that they were satisfied with the information given them and the Mayor then announced that he would give Wishard a sentence of six months at the state Penal farm but would suspend the sentence during good behavior. He was also given a fine of one dollar and costs.
Wishard asked the Mayor in open court how long a suspended sentence applied and the Mayor replied, “from here on in.”
Mayor Hougham gave Wishard a stiff lecture and promised him that at the very first sign of a misstep, he would be hauled into court and sent away without further formality. A large crowd attended the hearing.

MAY 28, 1924 – Frank Wishard places in jail on a charge of drunkenness. He has been under a suspended sentence from the court for several weeks.

OCT 6, 1925 – FRANK WISHARD GOES ON WARPATH; JAILED – Threatened to Kill His Wife; Recently From Penal Farm. As police were arriving to arrest him for threatening to kill his wife, he fled to the Franklin Food Products Co where he had been working as a fireman. Charges of larceny were pending from Wishard stealing cans of tomato pulp and selling them. Wishard only recently returned from a sentence of six months at the State penal farm and a fine of $500 assessed by Mayor Hougham.

SEP 22, 1928 – Frank Wishard given a fine of $10 and costs and a suspended sentence of six months at the Indiana state farm by Mayor Wooley when Wishard entered a plea of guilty on a charge of intoxication.

OCT 19, 1938 – WPA Worker Gets Six-Month Term For Wife Attack. Convicted of inflicting bodily injury to his aged and disabled wife, Frank Wishard, Franklin, WPA laborer, was sentenced to six months on the State Penal Farm at Putnamville. Prosecuting witness was Mrs. Mary Wishard, wife of the defendant, who signed an affidavit for her husband’s arrest…

OCT 3, 1946 – Tried on a public intoxication count, Frank Wishard, 67, of Franklin, was returned to jail pending judgment.

FRANK WISHARD, 69, DIES AT COUNTY HOME
Funeral services will be held at the Vandivier mortuary Monday morning at 10 o’clock for Frank Wishard, 69, who died at the Johnson County Home Friday at 5 a.m. He had been ill only two days. Burial will be in Greenlawn cemetery.
Mr. Wishard was the son of John and Elizabeth Israel Wishard and was born on January 24, 1878 (1881 in 1900 census) at Franklin. His entire life had been spent here. Survivors include one brother, Clyde Wishard, a patient at the Veteran’s Hospital in Indianapolis and several cousins.
