The actual sealing was done by E. Carroll Creitz, a gas chemist on the staff of the National Bureau of Standards, who has invented a new detecting unit for checking against any change in the helium-moisture content of the "atmosphere" inside the glass casing. This device will be employed periodically to insure a standard environment for the Nation's basic charters of freedom."
