Birth
He was born September 3, 1861 in Clearfield, Pennsylvania to Matthew Woods and Catheine/Katharine (Bella) Spice/Speece. He attended Lafayette University, where he was a brother of the Delta Kappa Epsilon fraternity (Rho chapter).[2] He later graduated from the University of Pennsylvania with a law degree in 1889. Woods practiced law in Philadelphia and then in Pittsburgh, where he became associated with the interests of the Mellon family. On January 18, 1893, Woods married the former Mary Todd Marchand.In 1900, Woods made his first bid for political office, successfully contesting the Westmoreland County-based 39th district of the Pennsylvania State Senate. He served in the Senate for two terms, from 1901 to 1907.

CYRUS E WOODS DIES IN EAST
Cyrus E woods, one of the most distinguished statesmen Westmoreland county ever gave to the state and nation and who rounded out his long period of public service as ambassador to Japan, died at 11:15 o'clock this morning in the Jefferson Hospital, Philadelphia. He was 77 years old. The cause of death uremic poisoning.
The distinguished statesman leaves only one survivor, his wife, the former Mary Todd Marchand, daughter of the late John A and Mary Todd Marchand, of Greensburg, whom he married in 1893. Her maternal great great grandfather was Judge James Todd, of Philadelphia.
Mr. Woods was born in Clearfield county September 3, 1861. He attended Lafayette College where he graduated with honors. In 1880 he was admitted to the bar of Pennsylvania. He practiced law in Philadelphia from 1889-1894 and in Greensburg from 1894-1912.
