Nancy and Willis were first cousins once removed. The spent their entire lives in Jackson & Putnam Counties of TN. Nancy's sister Martha lived with them most of her life.
Nancy was not listed with the family of William & Sina in the 1860 census - she should have been as she was about age 9. There is a gap of five years between William and James M. - I suspect she was just omitted.
