Elected to represent Castle Street Ward of Liverpool, 1889. Re-elected, 1892. Alderman, Feb., 1896. Chairman, Liverpool Watch Committee, l895-98. Director of Bank of Liverpool, 1891 (Chairman, 1901-02 and 1902-03), Trustee and Manager, Bold St. Savings Bank. Director, Queen Insurance Co. Joined Board of Royal Insurance Co. on amalgamation of Queen and Royal, 1891. Later Chairman. Joined Cttee. of Central Relief Soc., 189O. Chairman, 1891. Colonel commdg. 4th. Lancs. Royal Garrison Artillery Volunteers, Chairman, Liverpool Eye and Ear Infirmary. J.P. (Liverpool), 1873. President, Liverpool Cricket Club. Life Member of Council of Cheltenham College. A Lord of the Manor of Ingleton, Yorks. By his second marriage, Col. Hornby had no issue."
