"WINGO, Effiegene (Locke) (widow of Otis Theodore Wingo and great-great-great-grandaughter of Matthew Locke), a Representative from Arkansas; born in Lockesburg, Sevier County, Ark., April 13, 1883; attended public and private schools and Union Female College, Oxford, Miss.; was graduated from Maddox Seminary, Little Rock, Ark., in 1901; moved to Texarkana, Ark., in 1895 and to De Queen, Ark., in 1897; elected as a Democrat on November 4, 1930, to the Seventy-first Congress to fill the vacancy caused by the death of her husband, Otis Theodore Wingo, and on the same day was elected to the Seventy-second Congress and served from November 4, 1930, to March 3, 1933; was not a candidate for renomination in 1932; engaged in educational and research work; is a resident of De Queen, Sevier County, Ark., and New York City, N.Y."
