"WINGO, Otis Theodore (husband of Effiegene Wingo), a Representative from Arkansas; born in Weakley County, Tenn., June 18, 1877; attended the public schools, Bethel College at McKenzie, Tenn., McFerri College at Martin, Tenn., and Valparaiso (Ind,) University; taught school; studied law; was admitted to the bar in 1900 and practiced in De Queen, Seiver County, Ark.; member of the State Senate 1907-1909; resumed the practice of his profession in De Queen, Ark.; elected as a Democrat to the Sixty-third and to the eight succeeding Congresses and served from March 4, 1913, until his death in a hospital at Baltimore, Md., October 21, 1930; interment in Rock Creek Cemetery, Washington, D.C."
