On March 1, 1864, Elijah negotiated a loan in the amount of Two Hundred dollars ($200.00) to be paid on a year from date.The loan was from George Edwars, Esq. , and Messrs. Reed and Keltz.
May 10, 1864 at the Moundsville, Marshall Co., WVA. Court House, Elijah Hubbs posted a bond of Seven Hundred Fifty dollars ($750.00), for a license to sell at retail spirituous liquors and keep a hotel in the Sand Hill Township.

Resolved, That all persons who take out license to sell at retail spirituous liquors are hereby required to give the bond authorized by law for the sum of seven hundred and fifty dollars and persons who take out license to sell at retail native wine, porter, ale, beer, give bond in the sum of seven hundred and fifty dollers.Resolved, That the following persons are hereby authorized to out license as follows:
Jacob Burr, to sel lat retail, spirituous liquors.
Elijah Hubbs, to sell at reatail spirituous liquors and keep hotel.
Joseph Turner, to keep hotel or tavern.
Adjourned till tomorrow morning at 9 o'clock
