Philip Brumbaugh graduated from Poughkeepsie Business College in New York. He ran general merchantile businesses, first in Antrim, and then in Waynesboro, Pennsylvania. He served on the Waynesboro Town Council. Later Philip turned to farming. He belonged to the Reformed Church.
