Isaac Rice came to Ogle County, Illinois in 1837. He graduated from Rush Medical College. In his early years, he worked as a teacher and a farmer. He served in the Illinois House of Representatives and in the Illinois State Senate. He helped found the Bank of Mount Morris. He traveled abroad three times.
