Joseph M. Streett was a son of Dr. Abraham Jarrett Streett & Elizabeth Streett and was a grandson of Colonel John Streett & Martha St. Clair Streett. He received an A.M. degree from Princeton University in 1858 and was also a member of the bar, having read law with Otho Scott in Bel Air. He married Miss Juliet Gover on October 18, 1866. Mr. Streett served as editor of "The Harford Democrat" from 1871-1919 and also as president of the Maryland Democratic Editors' Association. Mr. Streett served two terms as a member of the Maryland General Assembly, 1870-71 and 1872-73.
