Genealogies of RI Families gives Edward and Sarah (Carter) Scott as parents of Richard. The book "Genealogy of Wilkinson and Kindred Families" says that Richard born in 1706 in Glensford, Suffolk, England was the son of Richard Scott and Margaret (Haney) Scott, and grandson of Edward Scott. Neither source gives enough to dates to suggest which might be correct.
