William Otis, age 83, born January 13, 1903 in Mobile, AL; the son of Richard W. and Nellie Otis Stoutz. He died Tuesday, December 23, 1986, after a lengthy illness. He was educated in Muskogee Public Schools and graduated with highest honors from Staunton Military Academy, in Staunton, VA, earning an automatic appointment to West Point. He attended Oklahoma University where he was a member of Alph Tau Omega Fraternity, serving in many local and regional offices. He married Juanita Wright on October 17, 1929, and to this marriage 1 daughter Sylvia was born. Mr. Stoutz was an Executive Officer of the Gulf Coast Western Oil Company until his retirement. He then served as Deputy Director of the Income Tax Division of the Oklahoma Tax Commission , retiring from that post in 1972. He was a member of the Civitan Club and served as president. He is survived by his wife, Juanita, of the home; daughter, Mrs. Kenneth D. McKillip; 2 grandchildren, Kelly Marie and William Scott, of St. Louis, MO.
