Cutliff married Susanna Phouts/Fouts, daughter of Theobald David Fouts.

22 Sep 1783, Cutliff entered 50 acres on the Uwarie River between George Harmon's springs. He was of Randolph Co when he sold 50 acres to Joseph Wright, 23 Nov 1792 and George Harmon witnessed.

He was granted 200 acres in 1786, Randolph Co, NC State Grant. In the 1800 and 1810 censuses he was counted in Ashe County, which became Wautauga.

Cutliff bought 22 acres in Washington Co TN, 6 Aug 1791, from James Quinn.

Known children include
Mathias, b. 1774, d. 1856, Howard Co IN. His wife was Mary. Mathias was in Ashe Co in 1800 and 1810, near his father. He was in Washington Co IN 1820, 1830 and 1850. In 1850, he was enumerated in Jackson Township, Washington Co and was age 76, born in North Carolina; Mary was 77, also born NC.
