She is plainly Viola in the 1900 census. But I believe this to be her marriage record in Logan Co. The bond for $100, dated 21 Feb 1903 was for Frank Davis to marry Venia Biggs, signed by Frank, and Charley Davis. Frank was 21, Venia, was 22. they were married by W. D. Walker on the 23rd of Feb 1903, although Walker signed the certificate "23 April 1903". It was record and 18 April, p.491 of book F, Logan Co.

I believe her name was actually Luvena:
