The only Noel Burton in Caswell Co in 1830 is a very strange listing and seems not to fit this Noel.

Noel and Priscilla are said to have moved to Robertson Co TN about 1832.

1840 Census. Robertson Co, TN. The Burtons were living in a virtual nest of Gunns - James T. Gunn, Thomas Gunn, James Gunn, Alex Gunn. It would appear that they went to Tennessee with Priscilla's kin.
1 male under 5 in Noel Burton's household. 1m age 40-50 and 1m age 50-60. 1f age 20-30, 1f age 50-60. It would seem that a younger couple with a young boy was living with Noel and Priscilla.
