Speculation:
From FindAGrave.  Also buried Kemper Cemetery in Harvey Co, Kansas where young Philip Thomas is buried, is Annie Dyer who died 28 Apr 1877 at the age of 20 years, 6 months, 4 days.  Her infant daughter, Emie, died at four months, two days - 1 Aug 1877 - and they share a marker. The husband and father was J. F. Dyer - he isn't shown as buried there. Since families often moved together, I wondered about the possibility of this being Flora's sister, Ann E. who was age 2 in 1860, and then listed as Annie, age 12, in 1870.  Just a thought.
