The following obit appeared in the January 21, 1977, Cleveland Jewish News:"JOSEPH S. SILBER, 77, who specialized in business law and whose offices were in the Investment Plaza, died on Jan. 16. He was Democratic executive committee secretary, and served as secretary to Mayor Ray T. Miller, late Democratic leader in Cleveland. Because he was too old for the armed forces during World War II, Mr. Silber joined the Red Cross and was among four men assigned to Gen Dwight D. Eisenhower to help care for refugees. Dr. Silber went to Vienna in 1946 for the American Joint Distribution Commit-
tee to direct relief for Jews in Austria and served as adviser on Jews there to
Gen. Mark Clark. For his volunteer work with the American Cancer Society, Mr. Silber was named last year as the most outstanding volunteer. He was a member of the national board of directors and had been national executive
chairman and national secretary-treasurer. Mr. Silber traveled throughout the country opening breast cancer clinics."
