Clements, who once served as constable of Fallbrook, died Wednesday in McCall, Idaho, where he had been living for the past five years. He was 57. Funeral services are pending. A Los Angeles native, Mr. Clements during his 24 years with the sheriff's office was active in local and state law enforcement activities for the Deputy Sheriff's Association and the Peace Officers Research Association. In 1972 he was an unsuccessful candidate for the county's second supervisorial district. He used to live in La Mesa. He left the sheriff's office in 1971 on a disability retirement and became general manager of the Deputy Sheriff's Association until 1975, when he moved to Idaho. Mr. Clements had attended San Diego City College and San Diego State University. He is survived by his wife, Chirs; and five sons, William Jr., Steve, Michael, Robert and Bert.
