Stephen was born in St. Peter's Parish, New Kent County, Va. He resided in:
* New Kent County, VA (1688-1711)
* Hanover County, VA (1711-1730) was part of New Kent Co., until 172
* Northampton County, NC (1730-1746) was part of Bertie Co., until 1741
He was a planter, ferryman, & warehouseman. He was appointed precinct overseer in St. Paul's Parish, New Kent Co., VA in 1715. He was a road gang superintendent in St. Paul,s Parish in 1716.
