== Biography ==Thomas Ragland was born in Stogumber Parish, Somerset England in 1628. He inherited a farm from his father in St. Decuman's Parish. The church is located on a high ridge about half a mile southwest of Watchet. The tower which is unusuallly tall can be seen from anywhere in Watchet or the surrounding countryside. Historically, the site upon which the church is built is an ancient and significant site. The hill top (the church's location) was first occupied by a Saxon Fort, built against the Vikings invasions. Watchet's Saxon mint and its first church (probably 8th century) also stood on this hill. The church was named for St. Decuman who was one of the many celtic saints who brought the Christian Faith to the West of England in the 5th and 6th centuries. Legend says he sailed here on a raft from Glamorgan with his cow, and that after a life of great devotion he was beheaded by his enemies, whereupon his body picked up the head and washed it in the spring which still flows a few hundred feet to the west of the church. The appearance of the church has changed very little since the 16th century. In 1654 Thomas married Jane Morgan, daughter of Evan ap James Morgan, daughter of Evan ap James Morgan of Barry, South Wales. According to the parish records he died in St. Decuman's in 1684.
