Some researchers have him as the son of William Prater (1876-1943) and Rebecca Campbell. Williams 1910 family Census indeed shows him with son Dewey, age 4, but the 1920 Census indicates that this Dewey is really Dulcina/Dulcine (b.1903) who later married Andy Clemons.
