William Howard Carr

Howard was born and raised in Mannington, WV. He lived in Grandmother B e r tie B. Hall's home in Brookside Addition with his parents before they m o v ed "around the hill " and then from there to the house built on Burt T o w n Hill by Howard Leslie Ice, brother to grandmother Bertie B. Hall. H e a t tended Mannington Central School, grades one through 12, and in his s e n ior year was elected Student Council President, Band President, Hi-Y P r e sident, co-captain of the football team and captain of the basketball t e a m. Howard graduated from West V i r ginia Univ. with a BS i n Mechanical Engineering, served two years in t h e C orps o f Engineers in the Korea War, 1952-53, and was a research a n d d e velopment engineer and physical scientist in the Feder al Governmen tf o r 32 years. While in Korea he was a platoo n leader and company exe c u tive officer in The 50th Enginee r Port Construction Company which wa s r e sponsible for rebui lding and maintaining all of the major shipping p o r t area s in Korea. This work consisted of rebuilding piers, layin g 1 2 i n ch oil and gas linesto ships anchored in the harbor , driving piles , r e building sea walls, supervising the dred ging of shipping channels, a n d u nderwater salvage in ports. For 26 years (1954-1980) Howard worked i n t h e Topograp hic Research and Development Laboratories at Ft. Belvoir , V a . T here he supervised a group of engineers and technician s respo nsib le f or developing computer controlled cartographic systems, hardwar e a nd s oftware for use in automating th e production of topographic map s, c h arts and digital topogr aphic data. From 1980-86 he worked in the H ea d quarters of t he Defense Mapping Agency, where he coordinated nation a l l e vel DMA programs in Earth sciences with other national leve l age n c ies such as NASA, Jet Propulsion Labs, US Geologica l Survey, CIA, DI A , e tc., and Military Service Laboratories , i.e. Army, Navy, Airforce. M u c h of this work involved spa ce programs such a Landsat, Seasat, Large F o r mat Camera an d otherSpace Shuttle photography. Howard retired on 3 J u n e 1986 to his home in West Sprin gfield, Virginia where he has lived s i n ce 1969. He was acti ve in theBoy Scouts while his sons were growing u p , a S und ay School teacher while atthe Springfield Methodist Churc h a n d h as served on the Administrative Board at the Messia h Methodist Chu r c h and remains active there on financial wo rk and building and ground s m a intenance. His interest in m icrocomputers has led to some retireme nt c o nsulting work an d setting up small businesses on a computer basis . O n 1 6 May 1991, five years after retiring from Federa l Service, H oward w a s honored by having his portrait hung i n the Gallery of Distin guishe d C ivilian Employees at the U. S.
