Of English origin, he is the son of John Phinehas and Jennie Lois (Cliborne) Wingo and was born on August 12, 1904 in Amelia, Virginia. after attending Burkeville Elementry and High Schools, he was graduated from the University of Richmond with an A.B. degree. He recieved his M.A. from Teachers College of Columbia University; and has had additional graduate work at the University of Virginia. He was married on June 25, 1941, to the former Marguerite Evelyn Teachum of Washington, D. C. Mr. and Mrs. Wingo have two daughters: Dorothy Ellen, born July 23, 1941; and Marguerite Jeannie Rose, born May 8, 1944. having chosen the educational field as his career, Mr. Wingo began as a mathematics and science teacher and coach at West Point, Virginia, High School from 1926 to 1928. From then until 1937, he was Principal of Washington and Lee High School in Montross; and for the next three years as Assistant Principal and coach at Highland Springs High School. In 1940, from March to September, he was mathematics teacher at Washington and Lee High School of Arlington County; and from October of that year until April 1944, he was High School counselor at Longwood College in Farmville. Since then, he has been associated with the State Department of Education in Richmond, Virginia, where he has served successively as Supervisor of Research to May 1858, and since then as Coordinator of Guidance, Testing Research and Surveys. Mr. Wingo holds membership in the Virginia Education Association, Virginia Academy of Science, National Council of Measurements in Education, and the American Association of School Administrators. Since July of 1960, he has served as a member of the Pupil Placement Board. Phi Delta Kappa is his Educational fraternity. He is the editor of a volume dealing Educational Research in Virginia, "The Cooperative Program in Educational Research"; the author of, "Virginia's Soils and Land Use"; and co-author with Edna Turpin of, "The Land We Love". Mr. Wingo is also a member of the Board of Directors of the magizine, "Presbyterian Outlook". In political affiliation he is a Democrat. A member of Lakeside Presbyterian Church, he is an elder and formerly on the Board of Decons of his church. He has served as a member of the Christian Education Committee of the Presbytery and is now on the Synod Committee. Reading is Mr. Wingo's choice of a pastime."
