Charles H. “Pheeze” Kemper, Jr., 78, of Troy, Missouri, was called home to the Lord, surrounded by his family on Sunday, March 26, 2017 at St. Luke’s Hospital in Chesterfield, Missouri. He was born on December 22, 1938 in St. Louis, Missouri and was the son of the late Charles H. Kemper, Sr. and Anna D’Arline Watts. Pheeze was united in marriage to Mary Anne Smith on June 6, 1965 and too this union one daughter and one son were born.

He has served as the Mayor of Troy for almost 22 years, and in April, Charles “Pheeze” Kemper Jr. will tie the record for the longest time served in the City’s highest elected position. He served his first term as Mayor from 1974 until 1978. He was later elected in 1990, and he has held the position since then. 
In addition to serving as Mayor of Troy, Kemper also serves as Chairman of the Board for the Missouri Public Entity Risk Management Fund (MOPERM), and Chairman of the Executive Board for the Boonslick Regional Planning Commission. He also served a five-year term on the Missouri Municipal League Board (MML). 
Kemper is a lifelong resident of Troy and Lincoln County, where the Kemper family established residency in 1869. His mother’s family settled in Elsberry in 1832. Kemper graduated from Troy Buchanan High School in Troy and Central Methodist College in Fayette, MO. He did his graduate work in public administration and education at the University of Arizona and at the University of Missouri – Columbia. 
Kemper taught school in the Troy R-III School District for eight years before becoming involved in the family lumber business in Troy. After selling the lumber business, he was employed by the Missouri – Arkansas District of Kiwanis International as the executive director for the two states. He retired from that position three and a half years ago, and he now spends most of his time with the City of Troy and in community service. Currently, he is working with the Lincoln County Resource Board for Children and Mental Health Services, Habitat for Humanity, and the Mission Committee at Zion United Church of Christ in Troy. 
Kemper married Mary Anne Smith, of Winfield, in 1965. They are the parents of two children; a son, Tim, and a daughter, Nann. They have one grandson and three granddaughters. Tim lives with his family in Hawk Point, and Nann lives with her family in Troy. 
Kemper says he has always been interested in public service.
“I’ve always enjoyed community service and government work,” he said. “I feel fortunate that I’ve had the opportunity to work with hundreds of people on the betterment of our community, and I hope to work with new and different folks in the future.”
