Relating to the life and public service of Frank M. Longanecker.
Mr. Frank M. Longanecker, a prominent educator and
superintendent of the Wisconsin School for the Blind at
Janesville, died on April 6, 1941, after a long illness.
Mr. Longanecker was born on May 10, 1876, in the little
town of Mogadore, Ohio. After attending the schools of
that section, he enrolled in Hiram College and graduated
therefrom in 1899. After teaching in the rural schools of
Ohio for several years, he enrolled in the University of
Michigan, where he obtained his master’s degree in 1904.
Returning to his native state, he continued to teach at va-
rious places or act as superintendent until 1918, when he
was selected as superintendent of schools for Racine, Wisconsin.
It was during his administration that the public schools
of Racine underwent their greatest expansion and prog-
ress in adopting the junior high school plan, which has
since revolutionized elementary school education. Many
other cities later accepted the system as one of the great-
est steps in advancing education.

In 1933, Mr. Longnecker was appointed superintendent
of the Wisconsin School for the Blind at Janesville. He also
had charge of the Wisconsin workshop for the blind at
Milwaukee and the field agency for the adult blind.
During the course of his administration, many sound rul-
ings and practices were put into operation so as to ease
the struggle of the unfortunates and to soften the difficulties
of their existence. It may now be determined that through
his wise counsel and sound administration of the work-
shops for the blind that he has enabled these afflicted people
to become self-supporting and self-respecting citizens. His
unfailing attention and devotion to his duties marked him
as a real humanitarian. Wisconsin, through his leadership,
has received a most efficient and self-sustaining adminis-
tration of a department for the relief of the blind.
Mr. Longanecker was survived by his wife, Mrs. Mary
Longanecker, of Janesville, Wisconsin.
As a tribute to the great character of Mr. Frank M.
Longanecker and of his efficient services to the state, now,
therefore, be it
Resolved by the assembly, the senate concurring, That
this resolution be spread upon the assembly journal and
that duly attested copies hereof be sent to the family of the
deceased.
