There is some reason to believe that this is the Ellen Minns that is the daughter of Joseph A Minns (marrked Allison Welsby) but the dates of marriage and children she had by Allison Welsby don't match up. There is something odd here though because in the 1900 census, most of Ellen's children were born before her marriage to Allison.
