Howard Palmer served in the Navy during World War II. He graduated from the Carnegie Institute of Technology in 1948, and earned a Ph.D. in physical chemistry from the University of Wisconsin in 1952. Howard conducted research at the Naval Research Laboratory under Professor J. O. Hirschfelder. He went on to a long and illustrious career teaching and researching.
