Samuel Bloom founded S. M. Bloom and Company, a wholesale grocery and dry goods jobbing firm in Hagerstown, Maryland. In 1884 he was elected mayor of Hagerstown as a Republican. In 1887 Samuel was elected a Washington County commissioner. He became the president of the First National Bank of Hagerstown in 1890. Also, he served as president of the board of managers for the Washington County Orphans' Asylum. Samuel Bloom was a member of the Zion's Reformed Church. He never married.
