Victor Miller graduated from Pennsylvania College at Gettysburg and from Jefferson Medical College in 1861. He practiced medicine in Franklin County, Pennsylvania. In 1906 he was semi-retired and living in Franklin County.
In 1862 Victor Miller was appoined assistant surgeon of th 78th Regiment of the Pennsylvania Volunteers, Army of the Cumberland. He was stationed at Nashville, Tennessee. In April 1863 he resigned due to physical disability suffered from exposure during the battle of Stone River.
He ran for the state legislature in 1881. Officially, he lost by 8 votes, but unofficially, the election board clerk made an error. He really won by 8 votes.
Victor Miller was a member of the Reformed Church.
