Frisby Newcomer was a medical doctor in Indianapolis, Indiana. He attended Hagerstown Academy and Saint James College, near Hagerstown, Maryland before going to Franklin and Marshall College. He studied medicine under Dr. William M. Grubb of Greencastle, Pennsylvania, and graduated with honors from the University of Pennsylvania in 1851. During the Civil War, Frisby Newcomer served as examining surgeon and medical director on the staff of Governor Morton.
Frisby Newcomer was a member of the Presbyterian Church, and a Scottish Rite Mason.
