Joseph Newcomer studied at the Cassville Seminary, Hudson County, Pennsylvania, and the Rock River Seminary, Mount Morris, Ogle, Illinois. He raised livestock in Ogle County from 1860 to 1881, when he moved to Victor, Iowa. Two years later he moved to Leaf River where he raised livestock and sold grain. In 1880 Joseph Newcomer, a Democrat, was elected Supervisor of Leaf River Township. He still held the position in 1886.
