Ray Horst, a conscientious objector, spent from 1943 to the end of the war in Civilian Public Service at the Veterans Administration tubercular hospital in Livermore, California. Afterwards, he worked for the Mennonite Board of Missions in Elkhart, Indiana. Ray developed the Mennonite Voluntary Service program while Secretary for Relief and Service.
