Frank Mish graduated from Franklin and Marshall College, Lancaster, Pennslyvania in 1881. He then went to Europe and studied at Gottingen and Heidelberg, the Universities of Rome, Paris and Madrid. He was fluent in French, German, Italian and Spanish. After returning to America, he graduated from Columbia Law School.
A Democrat, Frank Mish was elected mayor of Hagerstown in 1906. He was a member of the Zion Reformed Church in Hagerstown, Maryland.
