DAR Lineage #23846: Served in the Virginia militia and was presented with a sword by the Legislature for gallantry in preventing the capture of that body in Tarleton's raid.
Came to Mercer Co KY in 1782. He was a delegate from Mercer Co to the VA legislature in 1787 and again in 1790 (before KY became a state). Served again in 1792 and then from Woodford Co in 1795, '96 and '97. He then made his home in Bath Co KY.

Smith Payne of Goochland appoints John Jouett Jr of Woodford Co, KY, his attorney to convey a certain parcel of land in Mercer Co KY, on a branch of Kentucky River, NW side of Jacob Clopman's pre-emption & Settlement, containing by patent granted in the name of my said Attorney John Jouett & Myself for 1000 acres. One other tract in Maddison Co KY on the east side of Silver Creek, survyed for John Payne's heirs, 1200 acres. Signed: Smith Payne
