Welsh of Dallas, an insurance consultant, died Sunday at St. Paul Hospital after a long illness. He was 70. Born in Dallas, Welsh in 1929 was a member of the first graduating class from Woodrow Wilson High School. He continued his education at Texas Christian University in Fort Worth and graduated in 1933 with a bachelor's degree in business administration. He was the former owner of the Burton & Wilken Insurance Agency and in recent years had served as a consultant for the agency, now known as Burton Wilken Robinson & Welsh. He was a member of the Scottish Rite. Survivors include his wife, Charlie Belle Welsh of Dallas.
