Mr. Loucks was born Jan. 19, 1961, in Poplar Bluff. A graduate of Clearwater High School, he worked as a carpenter. He was a lifelong resident of Piedmont. Survivors include his parents, Haskell and Lula Belle Loucks of Piedmont; his grandmother, Rachel Kirkpatrick of Piedmont; one brother, Timothy Loucks of Piedmont; and one sister, Janet Loucks of Desloge.
