Ray Dwigans, a former assistant to the regional U.S. Customs Service commissioner, died Thursday (Sept. 6, 1990). Dwigans moved to El Paso to attend the College of Mines. After serving in World War II, he returned to El Paso to reorganize the Border Butane Co. Dwigans was elected a county commissioner in 1950 and was appointed collector of customs in 1961. He was active in several organizations, including the Kiwanis Club, El Paso Sheriff's Posse, Southwest Livestock Association and the Elks. He also served 13 years as chairman of the board of Thomason Hospital. He is survived by his wife, Dena Kirkpatrick Dwigans. Graveside service will [be] at 8 p.m. Saturday at Fort Bliss National Cemetery with military honors. Arrangements are by Harding-Orr and McDaniel Funeral Home.
