Salisbury, Maryland 1997 Two things in everyone's life are inevitable - taxes and death. Tax records began at age 21 for all males and reveal an ancestors presence even if he had no land. In many cases, the assessment could be the only records found for him, if he had no Will or estate. Assessments for taxes are considered as probably being the most authentic of all records. They provide an intermediate year to year census between the Federal Census. Tax records help to determine such things as when persons arrived or left an area; died or moved; how much property they had and where and how many horses, cows, etc. (which determines on what tract they actually lived); whether married or single; the decedents wealth; or even a picture of their standing and interest. Actual assessments were usually done every third year, but tax rolls record their taxes each year. Some years are fragmented, so some are taken from the "assessable rate of tax"lists and do not show cattle.
Tax lists of Cumberland County, when Bedford Township was formed in 1767, included approximately 150 taxable men. This particular township also embraced all the area of present Blair, Cambria and Huntington counties that were formed from Bedrod later. (See formation of Townships in Somerset County PA page 252)
Now with the settlements rapidly growing here, Cumberland County begins to lose some of its territory; and Bedford County is formed from it in 1771. The very first tax assessment list is dated 1772, the year when payment was due.
Records of Bedford County do not refer to Brothers Valley or Turkey Foot as being a township prior to 1771. Brothers Valloey was not organized until 1771, (included all of present Somerset County) and Turkey Foot was organized from Brothers Valley in 1773. After George Adam Martin left, he became Presiding Elder.He was succeeded by his son, Henry Jr.In 1785, Henry Roth Jr/Henry Rhoads led 80 families from Pennsylvania toKentucky. He first went to Kentucky in 1784, and spent the first winter at Bardstown and Elizabethtown KY. He then moved to Rhoadsville (Vienna and Calhoun KY) on the Green River, but because of a mix-up in recording landgrants, the Dorsey heirs (MD) won a lawsuit for the site, most of the Pennsylvania settlers moved some seven miles south -Sacremento, Bremen and Pond Station. The community was called "Dutch Settlement". He served in the Kentucky Legislature in c1790, and was given the honor of naming the new county, -after his beloved Brigadier General, John Peter Gabriel Muhlenberg. He "found time on the Lord's Day to stand before the congregation gathered from the sparcely settled neighborhood and read from his German Bible and translated it into the English language as he read, doing it better than most of the leaders in the Sacred Service did with an interpreter to assist". Note: This Henry Rhoads is the father of Capt. Henry Rhoads of Muhlenberg. In the Name of God amen. I Handry [sic] Roads of the County of Bedford and Province of Pennsylvania, being weak in health but of sound mind & memory do this Twenty Eight Day of January in the year of our Lord one thousand seven hundred & seventy fore [sic] [28 January 1774] make and ordain this my last will and testament in following manner.
First, I order all my just debts to be paid and next that my two sons John Roads & Joseph Roads are to deliver unto my wife Catarina yearly and every year as long as she is a withe [sic - wife, widow] the sum of fourteen bushels of gut [good] and clear wheat and to sow or cause to be sown for her use one quarter of an acre of flax and also to plant for her use one quarter of an acre of potatoes and I do further will in this my last testament that the said John & Joseph Roads shall keep and feel(?) tow(?) cause for her use allso as long as she liveth and provide for [per? her?] ____(?) cause the same to be done and let her live where I live now during her lifetime. But in case she marries again then all the above articles are to be void and I do further order in this my last will and Testament that all my children shall have one equal part of my estate of the sum of sixty pounds before my wife Catarina shall come in for her third and I do further order in this my will and testament that if all my children are of one equal share of the sixty pounds to each of them then John Roads and Joseph Roads is to take no more in share with the rest of my children because the Plantation is not a present(?) for them and I do further will and make over to my son Joseph Roads one plow and all the gears and one Boll [Bull?] Horse or gelding and one Boll ___(?) mare with the colt and the Harrow and all the tacklines thereunto belonging with the said Joseph Roads is to have and has lot to the Plantation in his Bargain of Buying the same and I do make and order in this my last will and testament that the Executors of this my will shall buy a piece of land for my son Daniel Roads out of the first payment of my plantation as for as his equal share with the rest of my children will alow [allow?] for the same and I do hereby make, ordain and appoint Michael Lyll and Abraham Both of the County of Bedford to be the Executors of this my last Will and Testament and lastly, I do hereby revoke and mack void all former and other wills by me heretofore made, declaring this to be my last will and testament. In witness whereof I the said Handry Roads have to this my last will and testament set my hand and seal the day and year above written.

Bedford County Before me, Thomas Smith, Esquire, Deputy Register for the Probate of Wills and Granting Letters of Administration in and for the County of Bedford in the Province of Pennsylvania, personally came the within named John Gross and Jacob Cable, two of the subscribing witnesses to the within instrument of writing and on their solemn affirmation, they conscientiously scrupling the taking of an oath, do declare and affirm that they were personally present and heard & saw the within named Henry Rhoads sign, seal, publish & declare the within instrument of writing as and for his last will & testament. That at the time of the doing thereof the said Henry Rhoads was of sound & disposing mind & memory to the best of these affirmants knowledge & belief, that they subscribed their names as witnesses to the same in the presence of the said Testator & as his request & that they saw Abraham Cable the other subscribing witness sign his name as a witness to the same in the presence & at the request of the said Testator. Johannes Gross Jacob Cable Affirmed & subscribed at Bedford this 12th day of April 1774 before me Thomas Smith Depy. Regt.
Be it remembered that on the day and year last before mentioned the last will and testament of Henry Rhoads deceased in due form of law as proved before me and probate and letters testamentary thereof were granted to Michael Lyll and Abraham Cable Executors in the said will named being first duly affirmed (they conscientiously scrupling the taking of an oath) well and truly to administer the said Deceased's Estate and Exhibit an Inventory thereof unto the Deputy Register Office at Bedford on or before the 12th day of May next and render a true & just account of the said Administration on or before the twelfth day of April next. Given under the seal of the said office Thomas Smith Depy. Regt.
