Daughter of Walter and Fannie (Holleger) Carmean.

Mother of Johnny Carmean (predeceased), Gary Carmean, Roy Rogers, Barry Rogers, Ralph Rogers, David Rogers, Shirley Rogers Davis, and Linda Rogers Neal.

Frances worked at Snow White Laundry for many years and was also a cashier and manager for the Silco and Ames Stores in Millsboro for many years before her retirement.

Ms. Rogers was an active member of Zoar United Methodist Church in Millsboro serving as the Secretary of the Sunday school, a member of the choir and an active participant in the Women's Group at the church.

Frances was an avid fan of country music and enjoyed going to Children's Day at the Harrington Fair.

She will always be remembered as a loving mother, grandmother great grandmother and friend.
