Possibly this Jacob. His grandfather was living in Livinston in 1803 but very elderly and not likely buying land. His uncle lived in Garrard Co in the same place for many years.

Certificate #741 was issued to Jacob Harman for 400 acres in Livingston County [Jacob Harmon entered 400 acres on a branch of Piny Fork of Tradewaters adjoining Robert Hall and Robert Leeper].

In a deed at Caldwell County, Kentucky on 8 Mar 1812 Robert Hill of Livingson County sold 200 acres to Samuel Brown which was part of the land which was issued to Jacob Harmon. In a deed in 1845 at Crittenden County it was stated that 200 acres of this land was in the postseason of William Brown, heir of Samuel Brown who owned part of the land after Jacob Harmon.
The 400 acres that were issued to Jacob Harmon were never patented by him. The land was located in what is now Crittenden County, the same location as Israel's land on Hurricane Creek..
