Charles PRATHER of Wellsburg, Brooke Co., WV

He laid out the township of Charlestown .... later to become Wellsburg, VA (now WV), named for Charles Wells, the son-in-law of Charles Prather. He had to deal with the Mingo Indians who encamped in the area. There is record that a young woman was killed and scalped by the Mingo Indians shortly after the settlement was created.

Wellsburg is situated on the Ohio River, opposite and a few miles south of Steubenville, Jefferson Co, OH. Early on, Charles Prather obtained an exclusive and perpetual charter for the operation of a ferry across the Ohio River to the town of LaGrange [now Brilliant, Jefferson Co, OH]. He also obtained a charter from VA for operation of a ferry across Buffalo Creek. In 1807, Charles had licence to operate an "Ordinary" [i.e. a tavern]
